Keedysville Planning and Zoning

Also attending: Mary Robertson, Richard & Catherine Parks, Greg Barnes, Shannon French, James Geraghty and Karen Gardner

The minutes from June's meeting were read and approved.

New Business: Greg Barnes was present at this meeting to discuss plans to update the existing fueling station at Coffman Farms Road and Rt. 34, at the County Road Maintenance Office. It would be used for after hour refueling of buses, fire trucks and Sheriff and emergency vehicles. It will have a fuel island and canopy. It will replace a 400 gallon tank with a new 10,000 gallon tank in a locked area with motorized gate. This will be considered an upgrade. Discussion was held regarding the Zoning Ordinances, essential utilities, leak monitors, and safety. Randy expressed concern about possible leak runoff. Motion was made by Rick to allow Amy to issue the permit (according to Table 305 of the Zoning Ordinances). Don seconded, Randy abstained, and the rest agreed.

Old Business: Comprehensive Plan Hearing: Catherine Parks was present to aid in the discussion in the first of several mandatory hearings. Discussion was held regarding several typos that Tim and Catherine found in the working draft. This will be corrected. Several citizens added to this discussion:

Shannon French: She feels the Town's copy of the draft book is incomplete for this meeting. There were no maps on the Town's copy. She would also like to see this on the Town's website. The Committee has no problem with it's placement on the website and will arrange for David Brumage to receive a disc from Catherine Parks so that he can accomplish this. Shannon also wanted to know if the Comprehensive Plan will be used to update ordinances. She was told that this is one tool that is used in conjunction with the Zoning Ordinances.

James Geraghty: He wanted to know if there was anything from the old Plan that was not accomplished that was important to the Town. He was told that Street Scape and the water infrastructure in the old and new growth were on target. There were no land use changes. However, there was a change request to this when Dr. Guedenet's office wanted a land use designation change. This did not happen as he withdrew his request before a decision was made by Town Council.
